The aim of this module is to explore two key priorities of global health systems; managing human resources for health and distributions of financial resources within the health sector. Mechanisms for improving access and quality of health services will be derived through an analysis of these two components of the health system.
In this module you will have the opportunity to explore health systems resourcing, with a particular emphasis on health sector financing and human resources for health. You will be engaged in analysing the links between these resources and its impact on the provision of health services.
You will be engaged in analysing specific issues for allocation health sector funds and for human resources management, and make recommendations that will have a positive impact on health service provision.
On successful completion of the module students will have demonstrated the following learning outcomes:
1. Appraise methods of allocating financial resources within a health sector to meet national and international policy objectives.
2. Apply basic techniques of economic appraisals to support decision making for health services.
3. Analyse workforce culture to determine requirements for organisational change and leadership.
4. Critically appraise international, national and workplace strategies for addressing human resources for health issues including, planning, distribution, and retention.
On successful completion of the module students will have demonstrated the following skills learning outcomes:
1. Communicate health resources issue clearly and concisely to key stakeholder groups.
2. Find and evaluate appropriate information, using appropriate software and digital tools to develop ideas.
3. Apply a systems-thinking lens to complex situations, considering how economic, environmental, social, and political systems intersect to impact on health resources.
4. Deliver effective and engaging oral and visual presentations.

1. Introduction to Global Health Resources
2. Methods of distribution funds within a health system
3. Economic appraisals of health interventions
4. Planning, distribution, and retention for human resources
5. Workforce management to meet changes in workforce culture

Online learning materials will provide regular opportunity for students to check their understanding (for example through formative MCQs with automated feedback).
Weekly webinars and discussion forums allow for further formative feedback and monitoring of student progress. These discussion boards will be monitored by the module leader.
Students will be given a multiple-choice questionnaire that will provide insights into their current learning on the module and highlight any areas where they need further study. There will be group/overall feedback from the MCQ added to a discussion board to assist students with feedback on the concepts covered ahead of their presentation deadline.
