This module explores a critical yet under-valued component of successful health programmes; monitoring and evaluation. Using a case study approach students will learn to apply a logical framework for health programme - implementation, monitoring and evaluation, the process of setting indicators and standards, and interpreting results.
This module aims to develop knowledge and skills for monitoring and evaluating a health programme. Using a case study approach students will work in small groups and engage in activities that will provide opportunities to explore the theory of monitoring and evaluation as they work on specific activities to monitor and evaluate a specific programme. The module assessment is designed to allow student to plan to monitor or evaluate a health programme of their choice, using the learning covered in the teaching sessions.
On successful completion of the module students will have demonstrated the following learning outcomes relevant to the subject:
1- Analyse the relationships between policy formulation, program design, implementation, management, and the components of monitoring and evaluation, utilising the principles of a logical framework approach;
2- Apply the principles of an effective monitoring and evaluation system;
3- Describe and utilise key planning processes and techniques for various types of evaluations; and
4- Apply techniques for health planning in a strategy for monitoring or evaluating a health programme or policy.

On successful completion of the module students will have demonstrated the following skills learning outcomes:
Technical
1- Analyse stakeholders in a health system
2- Use a logical framework to design the monitoring and evaluation of a health programme
3- Define indicators to measure performance and disaggregate indicators to measure equity considerations within a programme
4- Plan resources and timelines for monitoring and evaluation of a programme and manage risk in programme implementation
Academic
5- Utilise technical/academic language in communicating processes for programme implementation
1- Techniques for monitoring and evaluation, including participatory methods.
2- Theoretical approaches to evaluation; purposes and types of evaluation.
3- Planning and management of monitoring and evaluation: setting objectives; defining stakeholders; criteria for monitoring and evaluation; defining indicators; collecting and analysing information; dissemination of information; and awareness of gender and poverty equity when planning for monitoring and evaluation of health programmes.
4- Drawing conclusions and recommendations for policy and programme management; utilising results of M&E.

- A MCQ is provided in session 4 to assess theoretical knowledge of monitoring and evaluation;
- A student led quiz is provided is session 6 for 15 minutes and facilitated by the tutor.
- Response to questions arising from small group work - on theory and practice for monitoring and evaluation;
- Use of the Discussion Board on Minerva where the module leader monitors students' selection of health programmes and answer questions;
- Questions and answers session where students receive feedback on their approach for the assignment.
